Although terror was something that happened far away, in distant lands, never before in history had terrorism in such mass proportion occurred on U.S. soil. There had been two terrorist events during the 1990s - the initial bombing of the World Trade Center in 1993 and the bombing of the Murrah Federal Building in Oklahoma City in 1995. In the first event, ties were made to Muslim terrorists, while in the second attack, "lone wolf" terrorist Timothy McVeigh confessed to the crime and ultimately was given the death penalty. But 9/11 represented wholesale destruction and forever shot any notion that people were safe from terrorism in the United States. Within weeks of the attack, therefore, the Congress passed a sweeping piece of legislation, The Patriot Act, to try to give the government and justice system more power when it came to rooting out and finding terrorists, thereby preventing another 9/11 from occurring. Entitled the "United and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001," the act, at the time, was geared to protect the homeland, something that Americans were desperately searching for at the time. But is it safe to assume that the Patriot Act I (and the Patriot Act II which, in many forms, is making its way through the legislative process) a direct outgrowth of 9/11?
