Though the blame can be shouldered on many and various aspects in the young persons life, researchers are tending to see a correlation between child abuse and the frequency of juvenile delinquency. While not all abused children become violent offenders, most research points to the fact that there are strong links to support the fact that there is a correlation between child abuse and later violent actions. If the true goal is to reduce juvenile offenders in the system, then much more should be done to prevent child abuse since this seems to be one of the greatest underlying causes. In other words, the juvenile offenders are not only the perpetrators of crimes, but they, themselves are often the victims. Child abuse can affect the normal development of a child so that his perception of a caregiver and of his/her environment is a negative one. One simply puts up a good offense to keep from being hurt. In many cases, where neglect is involved, the child is acting out in order to gain attention from anyone in authority, even if it is negative attention. In many cases, the court is able to determine if the child in question has been the victim themselves and in such cases recommends a course of treatment rather than incarceration(**). "It is not surprising then that young people who have experienced child abuse (including sexual abuse), neglect, neurological impairment, psychotic disorders or intellectual impairment are over represented on death row and among executed juvenile offenders"(The Juvenile Death Penalty, 2003).
