The food shortage itself is severe, but where there is a shortage any goods, the price will increase, taking it out of the hands of more of the population, and where food is bought this use s funds that may be needed for other essential such as shelter or medicine. The state run firms have collapsed and the country has been dependant on aid since the 1990s. Furthermore it is unlikely that the country will be able to become self sufficient in the foreseeable future. In the case of North Korea there is little argument form anyone that aid is needed. However, there is debate one if aid should be sent. However, North Korea itself is seen as an aggressive government, where there are severe security threats and little international co-operation. There are many problems with the distribution of aid in North Korea. As a closed country, few foreigners are allowed inside the boarders, this means that the major of aid is distributed by those inside the country. This tends to be the military and subject to those in power. This does not mean there are not staff inside the country for the different aid agencies, but that even now they are being asked to reduce numbers and withdraw from the country at the same time as simplifying the monitoring distribution procedures. The aim of the procedures is to distribute the food t those who need it, the barriers are preventing this food distribution. Much of the food is not given out on a need basis, but on a system that services to rewards those faithful to the communist party that rules ...
