                                                    a international agreement on the amount of toxins allowed into the environment by ships, then it may be an effort in futility. What remains to be seen is whether the  
                                                
                                                    global community can unify long enough to agree that it is of utmost importance to keep the worlds waters clean and as free from pollutants as possible. This also translates
