and 1997, the total prison population in the United States increased more than 500 percent (Kicenski, 2002). The state of California maintains the nations largest prison system in terms of population. Indeed, Californias prison system is the largest in the entire Western world: "on any calendar day, the state locks up more inmates than do the countries of France, Japan, Germany, Great Britain, the Netherlands, and Singapore combined" (Kicenski, 2002). The purpose of putting people in prison is twofold: (1) remove lawbreakers from society to enhance public safety; and (2) show criminals the error of their ways. The threat of prison also is believed to be a deterrent to crime, though that point is debatable and can be "proved" to be either a successful deterrent or have no influence. Prison management increasingly moves from the public to the private sector, as public agencies increasingly are called to accountability according to sound management principles. Legislators and the general public call on government to operate more like a business, and the model exists in several states in prison management. What is lacking is consensus as to the effectiveness of private prison operation. Arguments For and Against Public Correctional Administrator Prisons, jails, detention facilities and all other entities that comprise the corrections system should belong to a function of public administration and law enforcement. Not all prisoners have the need or desire to access public services, but those services are available to them and they need to be.
