Without the communities and their citizenry, there would be no need for police. Without police, communities would not be offered the protection they are from the gang element. Police and communities should work hand-in-hand in a concentrated effort to police the neighborhoods and communities, giving law enforcement officers the opportunity to restore peace and reduce crime, such as gang activity. Community policing is the solution to the specific problem of gangs in the neighborhood. Law enforcement agencies are inundated with the protection of their specific patrol areas. It is impossible for police officers to be at all places at all times. That is why there must be a collaboration between the police and the community. Inman (1994) posits that: "One way of fighting crime is to strengthen the ties between the police and its community. Many police departments are trying to do this by patrolling their communities on foot, on bikes or on horseback. This practice, called community policing, allows policemen to become familiar with all aspects of the community, even up to the point of knowing community residents by name. The success of community policing also relies heavily on community participation, and its goal is to reduce crime and restore peace and order, rather than to increase the number of arrests" (Inman, 1994, 138).
