There have been concerns regarding the standards of literacy for some time, for example, in 2000 it was claimed by Chris Woodhead , the chief inspector for the Office for Standards in Education that nearly half of all children left primary school without achieving the expected standard of literacy and 11 year old boys being singled out as the weakest achievement group (The Independent, 2000). There have since been major advances with the literacy strategy and by 2002, out of twenty seven countries the UK is ranked eighth for the 15 - 16 year old (St John-Brooks, 2002). In terms of science the story is even better with the UK ranked 2nd (St John-Brooks, 2002). However, despite the optimistic revulsion there is still concern. Research conducted by universities into the level of literacy and numerously of their first year students has shown a decrease since 1991, despite increases in the grades of entrants (Hill, 2004). These falls may only be minimal in some area, but the most worrying problem may be more accurately seen not as general levels falling, but the few children that slip through the gap and are failed by the educational system and the impact that this failure will have on their ability to work and achieve. ...
