At one point, it seemed like wherever there was a piece of unoccupied farmland, a new airport would soon appear. However, the terrorist attacks of September 11, 2001 brought airport construction to a virtual halt. But today, it is again commencing in earnest with new airport major projects and expansion plans of existing airports in the works from North America to Australia and everywhere in between. The world truly has become a smaller place, and with most international economies embracing capitalism, time is money, so air travel is naturally the preferred global mode of transportation. Chicagos OHare Airport is the largest airport in the United States, and was operating at peak capacity and beyond by the new millennium (Reutter, 2000). Because of the predicted problems, discussions about opening a third major airport in the region began as early as 1984 (Slania, 2004). In 1992, then Illinois Gov. Jim Edgar earmarked more than 4,000 acres of farmland in Peotone, about 40 miles south of Chicago, as the construction site (Slania, 2004). Little did anyone know at the time what a firestorm of political controversy this would ignite, with Mayor Richard M. Daley preferring to expand OHare instead of building a new facility. However, a faction led by Rep. Jesse Jackson, the South Suburban Airport Commission, have initiated construction of a terminal, a single runway, with five gates and a potential for later growth that come with a price tag of $5-8 billion (Slania, 2004).
