Discussion Under maritime law, legal disputes that arise on board a ship are settled in the country of the ships registry, in this case Liberia. Under Liberian law, the woman is the property of her husband and has no legal standing to bring a lawsuit; thus Mrs. Lowell is barred from pursuing further action through the Liberian courts. However, if DWI is a reputable company it will not simply ignore the seriousness of the situation because of the ships foreign flag. It also appears that there may be several legal remedies that will allow her to bring suit despite her standing as what we might call a "non-person" in Liberia. Public and Private Law: Perhaps we should first define public and private law. According to the National Archives, a public law is a law that affects society as a whole, while a private law affects only "an individual, family, or small group. Private laws are enacted to assist citizens that have been injured by government programs or who are appealing an executive agency ruling such as deportation" (Public and private laws: about, 2006). If the United States Congress decides to pass a law regulating foreign-flag vessel crew members while the vessel is in port, that would be a public law. If it designs legislation only to cover Mrs. Lowells situation, that is a private law.
