essay discusses two models of governance, which are described and explained here: Basic Elements of the Bureaucratic Structure: * Emphasizes order, system, rationality, uniformity, and consistency (Wertheim, 2002). * Formal rules and behavior bounded by rules (Wertheim, 2002): both the written and unwritten rules are firmly established; employees at all levels are expected to abide by these sets of rules (Wertheim) * Uniformity of operations continuity despite changes in personnel (Wertheim, 2002). The rules continue regardless of who is in charge, or in the management or leadership positions. * Functional division of labor based on functional specialization (Wertheim, 2002). Employees have positions, including job functions, which are their emphases in working at the institution. * Rational allocation of tasks (Wertheim, 2002). Tasks are delegated or allocated based on logical and rational thinking within the system. * Impersonal orientation (Wertheim, 2002). Under the most extreme forms of bureaucratic management, employees are not perceived as individual human beings, instead, they are perceived as their jobs. * Promotion based on technical competence (Wertheim, 2002). In the higher education domain, promotion is based on very rigid rules along with sophisticated politicizing. * Proscribed authority-legally defined (Wertheim, 2002). The hierarchy is very clearly defined both with the university as a whole and within each department. * Legally based tenure (Wertheim, 2002). In institutions of higher education, the prevailing motto is publish or perish, which means professors gain tenure based on a rigid set of criteria, which includes publishing, evaluations, and political savvy, although the last is seldom overt.
