Policy makers in cities like New York and in the borough of Brooklyn specifically, have attempted to determine the best methods for preventing teenage pregnancy. In Brooklyn, a constantly increasing Hispanic population has led to concerns about figures that suggest that pregnancy rates among Latinas has increased, even during periods when decreases were noted in other populations. One misnomer, though, is that decreasing teen pregnancy rates mean a decrease in the number of pregnancies among girls between the ages of 15-19. In truth, because the rate itself is tied to the total population, and because Latino populations are rising steadily, the rate of pregnancies per 1000 may decrease, while the number of Hispanics in Brooklyn may increase. The increase itself determines a larger population of people upon which to apply the rate, suggesting that teen pregnancy continues to be on the rise even in the midst of fluctuations in the pregnancy rate. When determining prevention programming, community needs assessments and potential programs for Hispanic teenage mothers, the teen pregnancy rate is applied to actual population numbers to determine the potential numbers of program participants. As a result, recognizing that Hispanic teen pregnancy is on the rise both in the borough of Brooklyn and in the city of New York as a will support efforts designed to change this problematic trend.
