president, a Southerner (Tennessee), had alienated a large number of the Republicans in Congress. Of course, this was Andrew Johnson and the year was 1868. Now, another U.S.
President, originally from a southern state (Arkansas), has also alienated a large number of Republicans in Congress and has also faced impeachment by the U.S. House of Representatives. He, of
course, is William Jefferson Clinton. Those characteristics -- southern, alienated from Republicans, and impeachment by the House - are where the similarities begin and end regarding the only two
presidential impeachment proceedings (so far) in the story of American government. Unlike the modern " scandal," the calls for President Andrew Johnsons impeachment came from deep concerns and divided opinions
over the most crucial issue of public policy -- what kind of nation is the United States? According to Foner (1999) the questions that Americans were struggling with included
issues such as: How should the country be reunited; who was entitled to the rights of American citizens; what should be the status of the emancipated slaves? There was no
concern over a woman the man had touched, in what way, and with what level of intimacy. Johnsons impeachment was the result of a nation defining itself after the
bloodiest battles it had ever faced on its own soil. Clintons impeachment is about a sex scandal and a prurient betrayal of his wife and their wedding vows.
