Both Eric Smith and Pedro Garcia were passionate about closing the achievement gap between Whites and minority children, specifically Black and Hispanic children. Neither tolerated reasons or excuses for this gap to exist. It did not matter how poor a child was or what neighborhood he lived, they both believed every child could learn and every child should learn. Some people called each of them tyrants or controlling but that did not matter. They were each intent on achieving certain goals for students. Dr. Eric J. Smith was an innovator, always searching for ways to close that achievement gap. He focused on data, such as test scores, which revealed what every superintendent knows-Black and Hispanic kids score lower than Whites and Asians; there are more white students taking higher level courses than the other two groups; more white students were in college programs. Both implemented the Advancement Via Individual Determination (AVID) and the International Baccalaureate (IB) programs in their districts. Smith went from Florida to North Carolina, to Virginia to Maryland and back to Florida where he is the State Commissioner for Education. Garcia is in Tennessee. It does not matter where they are, they are both dynamic and strong in their beliefs. They share the vision of solid learning for every single student in the school.
