K-12 teacher training at higher education institutions (Almanac of Policy Issues, 2004). The Act was to be reauthorized every five years (Texas Guaranteed Student Loan Corporation, 2010). That did not happen but the legislature did fund the Act each year. For example, the FY2002 legislation appropriation included more than $14 billion for the programs. The legislature also made some modifications along the way, such as extending the interest rate structure for federal loans in 2002 (California State University Office of Federal Relations, 2008; Almanac of Policy Issues, 2004). Both Houses of Congress have been working on this reauthorization since 2003 (California State University Office of Federal Relations, 2008). The Higher Education Reauthorization Act was finally passed and signed by the President on August 14, 2008. This is a massive bill totaling over one thousand pages (NASFAA, 2010). There are changes in the definitions of an institution of higher education, for example, nursing schools outside the U.S. is now included. It also requires greater transparency on the part of institutions regarding tuition and other fees. Colleges and universities are limited in the percentage increase they can add to tuition, fees, etc. (Field, 2008). There are dozens of changes regarding student loans, grants and other financial resources (NASFAA, 2010). There are also numerous changes to the accreditation process, some of which have to do with distance education. And, there are special provisions for colleges that service large Hispanic and Black populations (NASFAA, 2010). Fifty years ago, California developed a very lofty plan for higher education in the state. This Master Plan promised Californians they would be able to access quality and affordable higher education.
