                                                    Hazardous waste spills present a multitude of concerns in any environment.  In a rural area, however, the concerns are particularly weighty in that there are often too few  
                                                
                                                    provisions in place to most effectively contain the spill and clean it up.  Developing appropriate provisions is critical, however, in that the health and environmental impacts of exposure to  
                                                
                                                    hazardous materials are even more varied than the contaminants themselves.  There are, of course, a variety of local, state, and federal regulations which apply to hazardous waste spills.  
                                                
                                                    These regulations involve a number of governmental entities.  The Environmental Protection Agency (EPA), however, could be considered the lead player in regard to the provisions which should be taken  
                                                
                                                    to address hazardous waste spills.  As will be discussed below, however, specific local procedures should be in place in order to deal with a hazardous waste spill.  
                                                
                                                    Obviously, hazardous waste is poisonous to plants and/or animals and which has the potential to adversely affect human life through the transmission of diseases or
