The minority group may be identified as different due to a range of factors, most commonly ethnicity or sexual orientation. The range of hate crimes and their impact on society are wide ranging, for example in some recent incidences included the prosecution of Jacob R. Chaplin in Cedar Rapids, for assaulting Robert Fish and David Alberhasky purely on the grounds of their sexuality; homosexual, this was reported in the Cedar Rapids Gazette on the 27th of October, 2000 (hatecrime.org, 2002). This case was prosecuted under the hate crime rules of the state, however not all areas are as lucky to have these, and with President Bushs latest statement that he is against "special rights" for homosexuals, these small incidences are likely to continue (hatecrime.org, 2002). However, if, even where there are laws under which action may be taken, these crimes still take place, we may argue that the origins and perpetrators of hate crimes are not those that are caught or who carry out such attacks, but also many in society that are placid and do nothing, allowing these they of crime to continue. If we consider the way that those in society are treated differently due to a different lifestyle, appearance or preference, then we can look at many examples that may indicate the way in which society allows discrimination to take place, which in turn then allows and permits hate crimes to be committed, with a tacit acceptance that these will always occur.
