From protecting our basic human rights, to protecting us from disease, to protecting us from one another, our governments play a critical role. A particularly interesting arena in which the various forms of government have gone to tremendous lengths in protecting their citizens is in emergency preparedness. Emergency preparedness comes into play in times of natural or man-made disaster. How our governments interact to protect our safety under the threat of such natural disasters as hurricanes or acts of terrorism stand as an example of emergency preparedness. This interaction occurs at all levels, from insuring an adequate infrastructure to dealing with such disasters to physically accommodating people who have been displaced from their homes. Infrastructural concerns are particularly complex in regard to the steps governments must take to insure smooth operation in times of disaster. Consider how our various governments interact in alerting people to a hurricane and providing for their needs as an example. Hurricane preparations must begin months and possibly years in advance of a hurricane. Plans must be made on the federal, state, local and personal levels for survival during, and recovery after, a hurricane has passed through an area. On the federal level different agencies must be coordinated such that efforts are not replicated or overlooked. Any agency with the capacity to aid in the evacuation or recovery after the storm must be involved in the planning phase.
