But as Howard Gleckman (2004) noted, the most crucial differences among these challengers are not about the economy or the Iraq situation: It is on the matter of healthcare. For decades, providing adequate and affordable medical care to Americans has been the problem that refuses to go away for politicians and private citizens alike. As of 2004, some 45 million people in the United States are without any type of health insurance (Brink, 2004). Each candidate has a specific healthcare plan to peddle to prospective voters, and the one believed to be the best cure for what ails Americas uninsured could very well be the deciding factor in a hotly contested election. When discussing his proposed healthcare platform, which would cost a predicted $9 billion dollars over ten years, President George W. Bush explains, "We must reform health care in America. We must build a modern, innovative health care system that gives patients more options and fewer orders, and strengthens the doctor-patient relationship" (A Plan for Helping American Families in a Changing World, 2004). His idea centers around people making their own choices and opting to purchase for themselves individual insurance (Gleckman, 2004). The President believes that with his platform, rising healthcare costs can be substantially reduced while at the same time ensuring coverage to those who are in the greatest need - namely, low-income households, workers whose employers do not offer medical insurance, small businesses, and self-employed men and women (A Plan for Helping American Families in a Changing World, 2004).
