It is a state-wide school that encompasses all 67 school districts in the state (Office of Educational Technology, 2006). It also serves 62 independent school districts and seven charter schools within the state (Blaylock and Newman, 2005). People outside Florida may enroll on a tuition basis Office of Educational Technology, 2006). This school operates much differently than other schools. It began with a grant and then, the state budget brought the school under a line item and finally, to a per-pupil rate (Office of Educational Technology, 2006). One of the many challenges is that the way funding is set up, the school gets nothing unless the student completes the course (Office of Educational Technology, 2006). Changing the funding to a per-pupil ratio allowed the school to grow but the staff put limits on the growth in order to preserve quality of program (Office of Educational Technology, 2006). Florida Virtual School is the only school in the nation whose funding it directly linked to a students performance (Office of Educational Technology, 2006). Students must succeed for the school to be paid. Interestingly, the administration and staff of the school wanted this limitation in place (Office of Educational Technology, 2006). That suggests they were and continue to be very confident in what they are doing. This is like a separate school district but one that enrolls students no matter where they live in the state.
