To make sense of this question, lets first identify what, specifically, Madison wrote in Federalist No. 10 which was entitled "The Utility of the Union as a Safeguard Against Domestic Faction and Insurrection." His definition of faction back in the day isnt too far different from what the current definition is; Madison points out that faction is taken to mean a specific group of people (minority or majority) who are united to comment on or react to something based on a "common impulse of passion, or interest." (Madison, 1787). This is all well and good, he points out, but the difficult arises when these factions (as they typically do), create "mischief" as he refers to it. Factions, by their very nature, tend to not be in alignment with the interests of other citizens or the community (Madison, 1787). Madison then goes on to explain how to deal with these unruly groups; by removing the reasons for these factions existence and by controlling the effects of the factions. In terms of removing the causes, Madison notes there are two ways to do this. The first, by forbidding them to speak their mind or state their cause and second, to give "the same opinions, the same passions and the same interests" to everyone (Madison, 1787). While getting rid of factions is a nice thought, its not only undesirable but impossible, Madison points out.
