With more than 130 member states and the emphasis on the reduction of barriers to trade, but it may also be argued that as any organization matures, there is also the need to evolve and develop. In line with this the role of the WTO may need to adapt, not all aspects of the policies result in positive outcomes, the WTO policies may be seen as controversial and even harmful when viewed form some perspectives. The adoption of the Laissez Faire approach is one that does not take into consideration moral, ethical or social issues. By looking at the negative side of the WTO the case for reform may be made. Price et al (1889) looks at the World Trade organisation and the way in which it appears to be seeking to influence trade disallowing any trade decisions from being made on purely moral or ethical grounds. This is seen in many ways, such as the recent trend of the World Trade Organization to encourage privatisation of services generally seen as socially responsible to be provided free by the state (Price et al 1889). These include the privatisation of education, health services, welfare and transportation (Price et al 1889). This may be seen as potentially creating a more efficient market, but many developing countries may not be able to support this and it is those who are most in need, living in poverty, that will not be able to afford the services. It is interesting to note that this is not the view taken by all international trade organization, the European Union, which also started out as purely a trade alliance, has evolved and does not take the same approach (Richardson, 2005) ...
