A 10 page paper discussing some of the ways it could be possible to reduce the increasing problem of Internet congestion. The paper discusses ISDN, ADSL, cable modem connection and DirecPC, but high-speed connections do little to ease congestion aside from perhaps allowing the user to spend less time to accomplish what he needs to do. Infrastructure needs to be shifted away from dependence on the circuit-switched voice system that existed long before most could conceive of computers. To accomplish that shift, it would be beneficial to look at IP telephony more as a method of data transmission rather than simply a low-cost alternative to conventional telephone service. In the meantime, the combination of the cable modem and the virtual private network appears to be a workable way of easing Internet congestion using available technology that could be implemented right away. The Internet is doubling every nine months, and there is little space for esoteric theorization without first ensuring that progress is made in practical areas. Bibliography lists 14 sources.

Now, it is doubling every nine months (Sewell, 1997). Supporting infrastructure has not kept pace with the growth, and it has become necessary to investigate alternatives for data transmission that would not be possible for voice. Voice connections require that the connection be maintained and active continually until the call is completed; that method of operation is unnecessary when transmitting or receiving data. The Problem of Internet Congestion Jackson (1997) echoes the sentiments of many Internet users in dubbing the Web portion of the Internet as the World Wide Wait. Dvorak (1997) laments the convoluted paths that Internet connections take in order to be finalized between endpoints, and says that the systems by which sites are interconnected are inefficient and cumbersome. Every Internet user knows that, though only relatively few know just how convoluted those connections can become. Instead, users tend to receive "connection timed out" messages which are explained by the rather cryptic message that the site is either overloaded, unreachable or simply down, to please try again later. For many users, trying again later is an acceptable alternative, for others it is not. There were great hopes for Internet-based commerce early on, hopes that largely have not held up in practice. Only a few sellers of goods and services have succeeded in transferring their marketing efforts to the Internet, but for those, the Internet has produced for them boom times they may not otherwise have known.
