In the European Union (EU), while being a trading block with a harmonised legal framework, the presence of the principle of subsidiary means that the different member states will decide how to implement mandated standards. These will be with reference to their own national systems. Furthermore, there are few mandatory standards. As a result it is unsurprising that different targets, different strategies and variant attitudes are found within the 27 members of the European Union. Assessing sustainable development is also complicated by the subjective and broad nature of the topic. The key aspects of sustainable development include, but are not limited to, aspects associated with the socio-economic development and social wellbeing including issues of public health and social inclusion, climate change and energy security as well as the way natural resources are used and the need for sustainable consumption and good corporate governance. In all instances it may be argued that these refer to the way in which sustainability may be achieved across the globe, and reflect the need for quality of life (Chyssides and Kaler, 1998). The results for Europe as a whole appear to be positive, with many successes in terms of the strategies that support sustainability. For example, since 2000 energy intensity has decreased by 1% per annum in the region. The rate of disparity between male/female unemployment is reducing indicating a reduced level of gender inequality in the workplace, and long term unemployment as a whole reduced between 2000 and 2008. Likewise, recycling is improvingand overall harmful atmospheric emissions have been reduced. Educational levels are improving, and life expectancy is increasing.
