The RUF initially presented their battle as being against the "corrupt elite" who held power in Sierra Leones capital, Freetown, whom the rebels accused of "sucking the wealth" out of the country ("Waking"). However, they have engaged in "looting villages, mutilating and killing civilians," as well as abducting children who are then trained to join them as combatants ("Waking"). In April of 1992, there was a military coup that sent the elected president into exile in Guinea and established the National Provisional Ruling Council (NPRC) as the government in Sierra Leone ("Background Notes"). Pressure was brought to bear on the NPRC, both domestically and internationally, to hand over governmental power to civilians and this occurred in 1996 via democratically held elections, electing Ahmad Tejan Kabbah as president ("Background Notes"). Another coup occurred, which was instigated by the Armed Forces Revolutionary Council (AFRC) led by Major Johnny Paul Koroma and this government later negotiated with the RUF, offering them seats in the government. ECOMOG troops are "West Africas (largely Nigerian) peacekeeping organization)" ("Waking"). The U.S. State Department indicates that in March 1998, ECOMOG troops ousted the AFRC junta after it had been in power for 10 months and reinstated President Kabbah ("Background Notes"). On July 7, 1999, President Kabbah and RUF leader Sankoh signed a peace agreement that made Sankoh Vice President and also established RUF members in various positions in the government ("Background Notes"). As part of the peace agreement, the United National Mission in Sierra Leone (UNAMSIL) was initiated and 6,000 UN workers brought aid to the countryside.
