John Logan and Harvey Molotoch, and Clarence Stone have suggested that the basic structure of the suburb as a segment of an urban center has clearly changed, and the emerging
regional structures have been reshaped in the process of striving for their own autonomy. Suburbs are no longer simply places where individuals who work in the city live and
commute from for their employment in the industrial centers. As more and more businesses have moved outside of the city for land opportunities, less expensive operational costs, and greater
availability for office and industrial space, the development of the suburbs as small but distinguishable "urban" communities has led to the call for a study of the political and structural
implications of these changes (Schneider, 1989). Paul Peterson (1981), in his work City Limits, and Mark Schneider (1989) in The Competitive City: The Political Economy of Suburbia, both relate
a number of structural conditions that limit policy making and have impacted the shaping of the suburban political and economic landscape. Like many economic theorists, both of these authors
argued that there is a distinct correlation between economic activity and regional policy making, but that limitations exist within the structure of the urban and newly forming distinct suburban settings
that define notable limitations on the successful implementation of governmental policies. Further, it can also be asserted that these same limiting conditions also allow the urban structure to distinguish
between interests and improve the capacity of the government to address a variety of interests rather than the interests of the wealthy large business owners and realty investors.
