One of the criteria for Title I, Part A is low-income. The criteria for special education services are far more complex but basically have to do with a child having a specific disability, including learning disabilities. The No Child Left Behind Act and Title I, Part A are encompassed in the large and complex Elementary and Secondary Education Act. Special education falls under The Individuals with Disabilities Education Act. All of these programs have empirical evidence revealing success. There is also significant empirical evidence testifying to the fact that student achievement is not exclusively dependent upon the school programs and teachers. Study after study point to the critical role parents play in their own childrens learning and educational performance. As for programs that exclusively address the achievement of Black youth, there are most often programs designed and sponsored by community groups. They typically include things like mentors and tutoring. After-school programs, regardless of who the sponsor is must be available for all children who meet certain academic criteria. It would be illegal for any program on public school grounds to offer programs for a specific race or ethnicity.
