they help to reduce poverty; the source for the discussion is Howard Jacob Karger. Discussion Karger traces some of the mechanisms the poor us to combat their poverty. We are not interested here in programs such as welfare or unemployment, but in such things as pawn shops and payday loans. In looking over the list of things the poor can use to help themselves, were struck by the fact that theyre very expensive choices. The poor will not get out of poverty using things like payday loan companies, which charge exorbitant interest rates. The first program is the secured credit card. Credit cards by and large are unsecured personal lines of credit. The issuing companies take a chance that the person to whom they grant the credit will use it wisely and repay the debt either over time by making monthly payments, or pay it off each month. When a consumer does this, he has a good credit rating; its also unnecessary for him to have collateral to put against the debt. When someone has a secured credit card, they are not given a line of credit as with the regular credit card. Instead, "to receive a secured credit card, the customer must open an interest-bearing savings account for the amount of the credit line, usually a minimum of $200 to $5,000 (Karger, p. 131). The funds in the account cannot be accessed by the individual but are owned by the bank, which gives the consumer a credit card with an amount of credit on it equal to the funds on deposit (Karger, p. 131). The cardholder pays the credit charges as he would any other credit card; they are not deducted from the savings account; it is there to provide collateral only.
