However, characterizing the nature of these social welfare policies is difficult because one must weigh a number of factors involved in their development, including historical, social, economic, and political issues. When analyzing policy, often the key factor that must be considered is the historical context in which the policy was created. When one speaks of contemporary policy, this can seem deceptively easy, because the historical context seems close at hand. For instance, if one were examining contemporary policies regarding welfare such as tax breaks for the poor and lower middle class, one could look at the rise of social awareness of income inequality following the bank-driven market crash of the late 2000s. However, this would not necessarily deliver the whole picture. A full analysis of the historical aspects of a policy include both the manifest goals of a program (what the program seems to state that its intended goal is) and its latent function (what the program actually does in reality) (Popple & Leighninger, 2012). For instance, a common trope in social welfare has been the notion that people were more charitable and considerate in ages past, because of the existence of social welfare policies such as richer households taking in poor paupers incapable of sustaining themselves financially. An actual analysis of the historical issues surrounding the policy reveal, however, that this was done less out of altruism and more because states issued stipend payouts to households that were willing to take in paupers.
