composition. In order to understand the composition between China and Europe it is necessary to briefly consider the development of that relationship, one off "distant neighbors" to one off "strategic
partners" (Solomon, 1981). The relationship between China and the European Union started to develop when a number of European countries started to open up diplomatic relations with China, they started
in 1950 when four countries; Finland, Denmark, Sweden and the United Kingdom and conduct domestic relations with China (Kapur, 1990). More European countries were to follow suit with Norway opening
up diplomatic relations with China in 1954 and France in 1964 (Kapur, 1990). However, there were many other countries which are now part of the European Union did open up
diplomatic relations, and instead of being encouraged they were put off following the Sino-Soviet split which took place in 1960 (Kapur, 1990). The first real move took place in
1975 when China opened up diplomatic relations with the European Community (the forerunner of the European Union) (Solomon, 1981), however the relationship remained cool and any meetings took place on
an ad hoc basis (Kapur, 1990). The real change came in 1998 when China and the European Union started to hold regular summits, it may be argued that between
