Rubio (2001) writes: "The earliest uses of preferences and quotas, as affirmative action is often characterized today, emerged with slavery itself and were embellished with the legislated protection of white labor" (p.9). While that is true, the programs to come about would come forth largely during the 1960s. It was in 1961 that President Kennedy would pass Executive Order 10925, which would institute affirmative action programs for federal contractors ("The History of Affirmative Action Policies," 2007). In the United States, the affirmative action programs were designed to try to overcome discrimination in society by making sure that jobs and resources were available to all minority groups and women ("Affirmative action," 2007). Policy was put into place by federal agencies as they enforced The Civil Rights Act ("Affirmative action," 2007). Under orders from the government, both educational institutions that rely on federal dollars, plus government employees, would have to create and comply with these initiatives ("Affirmative action," 2007). In 1972, The EEOA would be set up a way to enforce the plan and the creation of quotas, but that would bring charges of reverse discrimination ("Affirmative action," 2007). As affirmative action became well known in various affected organizations, it also dominated higher education. There was a claim that because minorities are at a disadvantage, due to their own access to inferior education, their grades may not be up to par. They deserve a chance in a higher education facility. Further, even if a member of a minority group is not truly as qualified as a white, male applicant, one way to level the playing field is to open doors and end the competition that creates difficulty when the disadvantaged compete.
