After the first few weeks of fighting, the opposing armies settled into a vast network of trenches, from which attacks were launched in efforts to dislodge the enemy. Most such attacks failed. In essence, it was an endurance contest, in which victory depended largely on the natural resources and upon the ability of the various nations involved to obtain almost "unlimited supplies of money, food, and munitions" (Burns, 1969, p. 866). Examination of World War I demonstrates that it was this aspect of the conflict that enabled the US to make a decisive difference, the entry of US into the Allied war effort meant a virtually inexhaustible new source of men and war material. Why the US entered the war late When war broke out in Europe in 1914 between the Central Powers (Germany and Austria-Hungary) and the allied countries of Britain, France and Russia, US President Woodrow Wilson issued a proclamation declaring American neutrality (Kennedy, 1991). However, neutrality proved to be difficult to maintain. Wilson endeavored to have the US maintain trading rights with all combatant countries. Great Britain naturally tried to stop American trade with Germany and succeeded very well by using commercial regulation and surface ships. Germany, likewise, wished to stop American trade with Great Britain, which it did via its submarine fleet.
