greatly increased defense spending 20 years ago, after it had been neglected for some time and when he wanted to begin development of a new class of weapons that the
press immediately labeled "Star Wars." The result of that effort was first seen in the Gulf War in 1991, at a time that defense spending still led the federal
budget. Defense spending typically has accounted for the largest single budget item in the US, but such is no longer the case.
This year, defense spending is second to Medicare, which outstrips defense spending by nearly $150 billion. This trend has existed for some time. Rather than signifying neglect of
defense, it rather illustrates the intense need to reform Medicare. Military Spending The recent war in Iraq has displayed for all of the
American people the wise choices that the defense department has made in research, design and procurement over the past several years. The trend in all of public administration is
to run government agencies more like businesses, extending to and including fiscal accountability. The results have been positive, as news from Iraq has demonstrated as the US media has
brought us images of war, live and in color. Regardless of whatever political ideologies concurrently exist, no reasonable, thinking taxpayer can watch US military capabilities and doubt that military
managers are making wise choices with the funds that we have worked so hard to earn. The cost of the war in Iraq
