the imports of steel, in order to help the industry in the United States, some have been critical of that move. Clearly, such a move violates ordinary free trade policy. Also, some have noted that the executive office was really not the branch of government responsible for making such decisions and they all should have been left up to Congress. That said, the policy was made and implement and now, President Bush wants to rescind that policy. President Bush now wants to reverse the 2002 change and is determined to take the tariffs away. While the reason for the turnaround is unclear, what does seem to be clear is that the policy has not worked thus far. A student writing on this subject might want to point out that the administration is at a crossroads. It can change policy or it can leave things be and see if the tariffs and trade restrictions work eventually. However, while the president may not have a good reason for the change, it is true that there is no evidence to show that the trade restrictions are working. Even if a new change is effected in 2004 or 2005, it is not as if the administration is ignoring the problem. After the repeal of the policy, the administration plans to closely watch imports as well as to initiate trade-remedy cases that go against either subsidized or unfairly priced imported steel ("Decision," 2004). The administration has made it clear that it will not let go of its investment in the industry and it will certainly help the steel workers who have been hurting for some time.
