as the basis for our governmental structure it also determines how we are governed as a people. The Constitution is based in fact on the premise that no man had the right to rule over another without their consent. Consequently, the Constitution allows for basic citizen rights and our governmental oversight is formulated around those rights. This basic document forms the cornerstone of American life, government, and society. At the same time, however, many aspects of the Constitution have been tested over time. As a consequence various interpretations and amendments have been made that in themselves affect how we are governed as well. The U.S. Constitution was drafted during one of the most dramatic times in American history. That time was 1787 and it enveloped, in part, fifty-five individuals who would each provide unique insight on the particulars of one of the most important documents of all time. These men were far from uniform in their backgrounds, beliefs, and opinions. Many were Revolutionary War veterans but many were not, many were attorneys, many were not. These men comprised the volatile mix which was just right for the insurance of a document which would stand the tests of time in terms of how it allowed for governance of the American people. There are many examples of how the Constitution affects how we are governed. Consider, for example, the First Amendments "Establishment of religion" clause. Justice Black summarized this clause as meaning that neither state nor Federal government can act to set up a church or to enact laws which aid or show preference to any religion (Owens 37).
