a political issue, placing economic burdens on countries from the UK to Central America and Australia (Yundt, 1989). Whilst there are few who would argue that refugees fleeing for their lives and seeking a place of safety should not be protected, there has been increasing political pressure to reduce the number of refugees that are seen and to prevent the emergence of economic refugees. The refuges, once they have left their countries, become stateless, they have no one to look after their interests. Whilst in the country they are the responsibly of the state, but once they have left and apply for asylum the matter become more complex. It is the United Nations High Commissioner for Refugees that has been set up with the task of protecting and managing refugees. This is a takes which has been undertaken with great success in many instances, However, at other times the results have been more questionable. Like any organisation there is room for change and improvements. These potential improvements and changes may be seen as a result of past experiences which give an understanding of the way in which refugees are created and then dealt with and the global policies and environment. To consider how the organisation may learn form its experience the first stage is to consider the role and development of the United Nations High Commissioner for Refugees (UNHCR).
