These include departments like the FDA and ACF (2004). Those are just a couple of departments under the jurisdiction of the Deputy Secretary. There are many others. In reviewing this flow chart, one can see that the model is quite complicated and an exemplification of the bureaucratic model. State organizations are not much different. The organizational structure of the West Virginia Department of Health and Human Resources, for example, is also somewhat complex and it has a similar structure. There are various departments within the purview of the main Department and each of the individual departments have a particular organizational structure. To some, the structure would seem to be rather difficult to sift through. Why should people have to go through red tape to get anything accomplished? The problems with these complicated structures are numerous. For example, it has been revealed that doctors, nurses and other hospital personnel spend more than 30 minutes doing paperwork for each hour they provide patient care (Brown, 2001).
