one can see that the model is quite complicated and an exemplification of the bureaucratic model. State organizations are not much different. The organizational structure of the West Virginia Department

a new plan has been proposed to cut some of the red tape (2001). Bureaucracy generally leads to paperwork, wasted time and wasted resources. Yet, is there another way that
