Those who are in power seek to retain the same models, but it may be argued the barriers preventing women gaining these senior positions is also restraining business by holding back half the nearly potential business population from these positions and the potential intellectual capital they can bring is denied, the views on whether this is decision and the presence of the glass ceiling and whether or not this is a positive or negative impact on business is mixed. In may countries there is a plethora of policy and legislation to ensure there are equal opportunities for women. The idea that women are inferior to men is one that is jot accepted in most western countries; at leas t not overtly. However, when looking at senior management level the attitudes appear to change. Those who would like to believe that we have progressed to a true meritocracy only need to look at the lack of senior female management to assess that this is not the case. In the US in the Fortune 500 companies only 11.2% of the senior managers are women. In 1997 in a report by the International Labour Organisation looking at the progress of women in corporate America the author, Linda Wirth stated "Almost universally, women have failed to reach leading positions in major corporations...irrespective of their abilities. Women generally fare best in industries employing large numbers of women, such as health and community services and the hotel and catering industry" (CLC, 2001). If we remember that there is a history in the United States of affirmative action, this must be seen as an indication of the continued and effective existence of a glass ceiling.
