Defense, terrorism is the "unlawful use of - of threatened use of - force of violence against individuals or property to coerce or intimidate governments or societies, often to achieve political, religious, or ideological objective" (Definitions, 2006). The FBI defines terrorism as "the unlawful use of force or violence against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives" (Definitions, 2006). If terrorism is defined strictly in terms of attacks on non-military targets, a number of attacks on military installations and soldiers residences could not be included in the statistics. A. Schmid, a terrorism expert suggested in 1992 that to define terrorism it might be a good idea to consider the core of war crimes. If the core of war crimes which are deliberate attacks on civilians, hostage taking and the killing of prisoners - is extended to peacetime, then terrorism could simply be defined as peacetime equivalents of war crimes (Defining Terrorism, 2006). To be all inclusive as a definition of the crimes against mankind both in wartime and in peacetime, terrorism needs to be defined simply as put forth by A. Schmid above as war crimes which take place during peacetime.
