They demanded a federal investigation into Diallos death and the destruction of the Aggressive Street Crimes Unit and the police unions 48-hour rule. Diallo was killed by four police officers in a hail of bullets outside of his Bronx apartment building (UPI ppg). Street crime police investigations seldom have the publicity attached to this February 1999 story. Lets look at some investigative techniques used by the police, and make our own conclusions. Goal of an investigation Not only is the goal of an investigation "to catch duh guy dat done duh deed," but it is also to push down crime numbers, dispel the fear of crime, cut through the convoluted ream of red tape and draw a distinguishable line of authority and accountability from the community clear up to the officer in charge of the department. This system incorporates the investigation strategy known as "community policing." Setting the Stage Community policing gets away from the television stereotype of two folks sitting in a car: late at night, with junk food and cold coffee; waiting for the "perp" to arrive on the scene. Community policing, a form of urban law enforcement, is a restructuring plan that moves bureaucracy out of the way, so the officers can do their job in the community. This plan also involve members of the community to act as surveillance monitors. No one knows their own community better than those who live in it. Those members of the department who are locked into the "them against us" mentality, may resent this self-empowering community technique. ...
