As this suggests, Measure for Measure revolves around issues of justice; punishments that do not fit crimes, and a self-righteous individual acting hypocritically, the virtue of maidens, and the relative worth of a human life. An examination of Measure for Measure as a whole reveals that justice and the use of mercy are issues that are pervasive throughout the play. Duke Vincento, who normally rules the city of Vienna, has placed Lord Angelo in charge on the pretext that he is leaving town. But rather than actually leave the city, the Duke dons the habit of a friar and observes what happens in his official absence. Obviously, the Duke has qualms, which prove to be justifiable, about how Angelo might misuse power. Angelo is a strict, moralistic man. He decides that there is too much licentious living going on in the city and he, consequently, takes it upon himself to get rid of the citys brothels, as well as all unlawful pre-marital sexual activity. Laws that have never been enforced fully are called into play and Angelo has Claudio arrested for impregnating his fiance Juliet. Angelo sentences Claudio to die so that he can serve as an example to other citizens. While Claudio has officially erred, he truly loves Juliet and fully intends to marry her. His sin of fornication clearly does not warrant such a severe sentence. The situation is wholly unjust. Isabella, Claudios sister, was about to enter a nunnery when her brother was arrested. Isabella is virtuous, religious and chaste. When she hears of Claudios arrest, she goes straight to Angelo and pleads for mercy.
