Research shows that many of these children were exposed to drugs in utero, that they exhibit high rates of depression and anxiety, and those who work with them must deal with attentional disorders, inadequate social skills, deficiencies in motor skills, and aggressive behavior. These children, labeled as "crack babies," "prenatal drug exposed," "peri-natal cocaine addicted" and "substance exposed infants and children," have left many professionals and public administrators wondering if long term effects to society can be expected (Kinnison, Sluder & Cates, 1996). This creates a need for teachers and social workers to address these problems at every age of education, including early childhood development through adolescence and beyond. Government response to the issue (Leshner, 1998) has garnered a great deal of media attention and public support for treatment and prevention programs, which educators may be able to draw upon, but the established programs have not proved effective. What is working are treatment programs that are highly individualistic and multileveled. It is claimed by several researchers that the problem is overstated, and that many children grow out of the problems in infancy (Carta & Sideridis; 1994; Cosden, Peerson & Elliott, 1997). However, Carta & Sideridis (1994) found that most of the prevailing literature had been conducted on neural capacity of neonatal and infants under the age of two (Carta & Sideridis, 1994). In addition, at the time, the age group 2-7 was largely ignored in empirical studies. The 1994 study analyzed the outcomes of 46 research studies (460 individual outcomes), and found that the studies supported evidence of serious short-term and long term effects of prenatal drug exposure in 50 percent of the cases.
