Vote is taken; each house of Congress has to approve the bill in the same form before it goes to the President. This form is worked out in a conference committee. If the President signs a bill, it becomes law, or if the President does not act on it within 10 days, it becomes law, or it can be vetoed, and sent back to Congress. Other ways to kill a bill are in committee or by filibuster in the Senate (How a Bill Becomes Law). 2. Bills are introduced by a representative or a senator, usually within first 60 days of a regular session. First reading occurs and bill is sent to committee. Bill goes back to floor of either house or senate for second reading and debate. Passed version goes to the other house for consideration, follows same procedure, and is returned to the originating house, where any amendments added have to be addressed. Upon receipt of the final form the governor has 10 days to sign the bill, veto it or allow it to become law without a signature (Silkorski and Davis). 3. The U.S. Constitution makes the President, a civilian leader, the Commander-in-Chief of the Army, Navy and Militia. While the President outranks all military officers, only two presidents have actually assumed command in battlefield situations.
