Prescription drug costs sometimes represent a significant percentage of the elderlys monthly income. Indeed, the costs of
prescription drugs has sky rocketed in recent years. Many of our nations elderly have no insurance provisions to pay for these drugs. An estimated twenty-seven percent of Medicare
beneficiaries did not have drug coverage in 1998 alone (Tilly and Wiener, 2003). Because they do not qualify for Medicaid (that portion of our health care program which is
designed to care for the most financially destitute of our population) but at the same time have an income which is far from adequate, they sometimes have to literally make
the decision whether to eat or buy the drugs which have been prescribed for them. First enacted July 1, 1984, Pharmaceutical Assistance Contract for the Elderly, otherwise known as
PACE (or in its latest form, a form created in 1996, PACENET) is a reflection of Pennsylvanias effort to help the elderly deal with the costs of their prescription drugs.
PACE came about as a result of House Bill 6, a bill spearheaded by Pennsylvania State Representatives Dombrowski, Cappabianca, Bowser, Boyes,
Merry and Rudy. It was first referred on January 24, 1983. After being amended on March 14, 1983 this bill was then considered by the House of Representatives
then removed from the table March 21, 1983. It was re-committed to Appropriations on March 22, 1983, committed on June 27, 1983 then considered for the second time on
June 28, 1983 and for the third time on June 29, 1983 before being approved by the house on June 29, 1983. It was referred in the Senate to
