fact that many people are uninsured or underinsured. In Michael Moores film Sicko, there are incidents contained that suggest health care companies are inconsiderate and downright mean. It is suggested
that all the companies care about is profiting. The truth is that health insurance companies cannot foot the bill for every single thing that a person or physician might come
up with as a remedy for some sort of incurable illness. Of course, there are other issues involving the health care system that are well known and my not be
avoidable. For example, there are health care labor shortages that has an impact on the changing population. Labor shortages and socio-demographics changes such as the aging of America, according to
a student, has an impact on organizations. Examples of how the changes are important are associated with their impact on resource allocation in terms of human and financial resources
and ethical dilemmas such as fraud and patient dumping or transferring. There are many examples of these. For instance, there has been much attention to the elderly and how Medicare
fits into the picture. During the latter part of the 1990s, some HMOs would make it clear that government subsidies were simply too low and they stopped taking Medicare patients
(Gale, 1999). While there was a campaign for higher subsidies, nothing really happened and so "the HMOs rebelled by dumping patients" (Gale, 1999, p.8). The result was that, in
the end, the elderly who suddenly lost the coverage had been thrown into a difficult market (Gale, 1999). That is, the elderly who had been taken care of for
quite some time suddenly would have to fend for themselves. They would have to figure out a way to take care of themselves and get the medical attention they need
