people are truly aware of the organizations function or the scope of its mission. It often appears to be just another one of the amorphous bureaucracies that handle the
details of modern life. Nonetheless, the WTO is involved in issues ranging from disputes over steel manufacturing in Japan to Chinas telecommunications system and textile manufacturing in African nations
to the United States problems relating to the integration of U.S. regulations with those of the international community. It is the most basic mission of the WTO to "settle"
such international disputes in a manner that takes all parties interests into consideration. But ever since the infamous "Battle in Seattle" of 1999 when thousands of protesters gathered to voice
their opposition to the organization and impede the business-as-usual meetings of the WTO, more "average Americans" have begun to be curious about just what this entity actually does and if
it is the "new world order" bogeyman that so many of its detractors claim that it is. Reasons for Founding the WTO The World Trade Organization is a relatively new
institution. Its first meeting took place in Singapore in December of 1996 but served as a celebration of the actual founding of the organization rather than a working meeting.
According to Desai (1996), the intent of the founders of the WTO were determined that conflict between developing nations and the most-developed countries of the world would not be addressed
at that event (pp. 310). There was no doubt that the contentious issues would present themselves at subsequent meetings and certainly have. Issues ranging from protecting the global environment, freeing
