only a few lay people who would go home and type out an email. In the early part of the 1990s, people were primarily using their telephones and writing letters
by hand. A decade makes a significant difference because as 2000 unfolds, having a computer is almost a necessity. People go home, check email, surf the web for information,
visit chat rooms or interact to enjoy other types of entertainment such as gambling on line. This phenomenon means that many people are connected to the Internet and so they
use phone or cable lines a great deal. Anytime a lot of people use something at the same time, be it electricity or telephones, problems arise. Many people complain
that they cannot sign onto America Online, for example, because the telephone number is often busy. This is simply one aspect of what is commonly known as network congestion. While
ordinary people are frustrated by it, businesses can lose money if customers cannot access their web sites. It is a significant problem. Network congestion is probably the most frequent cause
for ones site to slow down ("Network," 2000). In order to understand the concept, one should think of the Internet as a roadway system that directs traffic between networks; one
might also call it a gateway (2000).The various gateways that information must get through to go from one place to another are similar to cities and towns along a roadway
