After all, without a controlling force, the weak up and coming governments are powerless over their own people. One can see this today in Iraq. While the Hussein regime is gone, the initial days of freedom were fraught with looting and disarray. In order to get things under control, military rule has been necessary. These small nations subject to military rule should not be seen as aberrations. Military rule is not all bad and it is a given. No society works without the use of force, or the threat of force. Even in the United States, the National Guard is called out in order to seize control of a nation. When the twin towers were toppled, the federal government took over and closed all the airports. The military has been in place in large cities ever since and the small military presence has power and meaning in a society that is under siege. Of course, in third world countries where a multitude of problems exist, military measures are important. In Pakistan for example, when the military seized power in 1999, the people feel as if they failed, but they also admitted that they had failed many times before (Cohen, 2002). At the same time, in 2001, many believed that Pakistan was on the verge of failure (2002). In part, the perception that a nation has failed due to the fact that military rule is necessary is a mere perception and not a fact. Military rule can be temporary in order to see nations through difficult times. It has happened many times in history.
