There are a number of venomous rants against it that call it a dismal failure, but the U.S. government provides a summary from the Office of the U.S. Trade Representative that indicates its a success. NAFTA was designed to create a "free trade" area among the three nations that would facilitate the movement of goods, services and monetary investment in the region. According to the USTR, NAFTA has "increased exports and investment flows" with the result that all three economies have grown substantially in the period 1993-2003 (NAFTA: a decade of success, 2004). Mexicos economy specifically grew by 30%, and its exports to the U.S. "reached over $138 billion, while Mexican exports to Canada grew from US $2.7 billion to US $8.7 billion, an increase of almost 227%" (NAFTA: a decade of success, 2004). Productivity in Mexico rose by 55% during this period (NAFTA: a decade of success, 2004). Other benefits for Mexico include the fat that wages in industries related to export are "37% higher than the rest of its economy" (NAFTA: a decade of success, 2004). In those Mexican states where there is "higher foreign investment and trade," employment and wages both tend to be higher as well, and migration away from those areas is less (NAFTA: a decade of success, 2004). In addition, the two-way trade in agricultural products between Mexico and the U.S. "increased more than 125% since NAFTA went into effect, reaching $14.2 billion in 2003 compared to $6.2 billion in 1993" (NAFTA: a decade of success, 2004).
