The author reviews some of the critical laws regarding marijuana usage, inclusive of the 2002 decision by Great Britain to lessen the criminal penalties for possession of marijuana and to in effect look the other way, to conclude that while countries like Great Britain and Canada are slowly preparing for the leap toward legalization, the U.S. is holding back and looking at the edge.
