consumption or public investment? What criteria would one use to determine what it is? How would the long term impacts on the economy differ in each case? Argue the case on both sides. Thankfully the issue is required to be argued from both directions, for each has merit. Government education spending can be seen as consumption of public resources, but it also can be seen as being a necessary investment for the future. Public Consumption. The bottom line on use of resources is that consumption diminishes resources available for any activity or good. In this sense, government education spending equates to public consumption. Support of public education requires significant amounts of public funds, which could be used for other purposes if they were not being used for education. Because it must meet the needs of many individuals representing many backgrounds and plans for the future, it cannot be targeted to any specific purpose aside from producing a literate populace conversant with necessary tools such as command of the language, familiarity with history, mathematical ability and other qualities. It may or may not directly contribute to training a future workforce that can positively contribute to the larger economy. Public Investment. On the other hand, the argument for government education spending as public investment is strong. Though public education as it now stands almost never is adequate for preparation for the future or in training an educated workforce, it does provide an educational base on which other education systems can and do build.
